Regarding MNITs Provider Resource Center

Reaching out to see if any other counties are having difficulty making contact with the Provider Resource Center at MNITs when needing assistance with claims, questions, etc? If not, what has been a successful way to reach a representative? 

With the revalidations and high call volume (regardless of when we call) following the prompts leads us to a line that hangs up and tells us to call back another time or reps who can't assist us and transfer us to the line that hangs up. We've attempted to use the provider line and contact forms and haven't been able to make contact with someone who can assist us.

Office Ally Practice Mate for Billing Services Question

 I am wondering what other use Office Ally Practice Mate for billing services like MH TCM and transportation to insurance providers like Prime West, MA fee for service, Blue Plus, and UCARE.  I would like to ask them some questions if anyone else is using this for this purpose.

Volunteer Driver/1099 questions

 Two Questions:

 

1. Who is using the state mileage reimbursement rate ($0.74) for foster care & volunteer drivers? Who stayed with the IRS rates ($0.725)?
2. Who is issuing 1099s to their drivers?

 Cass has been going round and round (for years!) on whether or not to issue 1099s to our volunteer drivers. Some documents say yes. Some say no. Some say maybe. Someone finds a “loophole”, new people come in with new perspectives…. I checked the blog – reread all the docs & watched the fiscal group meeting again, but we still can’t agree.

Billing Clearinghouse

Question from Kim at Watonwan County:

We have been using MNE-Connect for all of our PMAP billings and have two accounts.  There is  message on their page stating that Non-Participating Payers will need to pay a set-up fee as well as an annual fee. I called the number to inquire, and they have already removed the non UCare and South Country Alliance PMAPs from my account. I am unable to submit my January billing. Can you tell me what your county uses as a billing clearinghouse?  MNE-Connect is outrageous.

Programs/software for MH-TCM, CD services are counties using

What programs/software are counties currently using for claiming MH-TCM, CD, services for clients that have a PMAP/Commercial Insurance.

 Our claiming software has seen better days (PC-ACE Pro), and we are in a rush to find something new to replace it.

 What are other counties using to claim to PMAP’s and Commercial Insurance?

 We are currently looking at Inovalon: Claims Management Starter

The product Inovalon has for Eligibility lets you check to see if a clients PMAP/Commercial insurance has changed.

 Would like to be able to compare a couple of vendors.

 Any help or advice you can share would be greatly appreciated.

NEXTGEN Billing

1099's categories question

Hey group.  We are running into an issue with what to categorize for 1099’s as this season approaches. In the past, before we started here the previous people were using the “medical”/6 for any transportation or equipment that was being reimbursed through CADI waiver, DD waiver, or Elderly waiver.  We are just wanting to know what would be the reason they would have been choosing the “medical” for these waivers?  Would “medical” even be the correct choice or would do you code it as Yes or No?  Also what items would you use the “medical” for?

How do you keep track of children in foster care placements so that data entry timelines are not missed, and so that AFCARS elements not captured by the SSIS Repository Report do not get overlooked? Excel spreadsheet?  SSIS Report? Other?

Department Credit Cards

Our Finance Director let us know that our CC issuer will not let the current set up for our Social Services card continue after this year.    

 Our card is housed in Finance, secured and tracked – has Wabasha County Social Services as the name on the card. It sounds as though the bank is wanting to get away from cards without an individual name listed. We are worried that if there is a person listed ON the card, if someone else needs to use it, the merchant will not allow the transaction.     

How does your county handle their credit card?  Are there individual cards issued to people with their names on the card? If so – do you always have that person making the purchases?  Or do you have issues if others use the card? What is the process like if the person whose name is on the card leaves county employment? Is it a hassle to get a new card with a new name, etc?

Billing Commissioner of Corrections for reimbursement

Selling County Equipment

Does your county sell miscellaneous items to the public without it being at a public auction? If so, can you please send me your procedures? Any statutes or rules you have around it would also be great. We have some smaller computer equipment and some overhead bins (fairly new) for cubicles we would like to see if we could sell.

We do have a procedure to sell on Craigslist, but wondering if there are other ways to do this.

Payment/Claim Vouchers and Documentation

I am looking for information regarding how your county processes HHS warrants – specifically:

• What is your process and what is required when submitting for a payment through finance?

• From an auditing or policy perspective, when is a voucher required?
• If there are times when a voucher is not required, how can that be clearly defined? What needs to be included?  
• What type of documentation is required for processing payments (ie, letter from a bank or rental agent for mortgage/rent)?

Collections - Bad-debt write-offs

In processing our quarterly bad-debt write-offs, Blue Earth County is wondering if there are any additional collection measures we can be taking for these outstanding debts before they reach the Statute of Limitations when we can no longer collect? We currently utilize Revenue Recapture when we have a SSN available, and we have explored the use of collection agencies. Are Counties utilizing any other successful collection methods for these difficult balances?

CMH Supplies/clothing Brass Code question

We have social workers purchasing school clothes and supplies for their CMH clients (not OHP), along with other things to help with their goals such as journals, sensory items, etc.  Sometimes we’ll have a grant for this, but this year I don’t think we will/do.  The social workers are using BRASS 430 for this, but it doesn’t seem like the right fit to me.  Is there a better funding source for these types of purchases?  Where are other counties putting these types of expenses?
