I’m conducting research on how other counties budget for the
HHS salary/fringe lines.
I am receiving guidance from a higher level to budget
salary/fringe based on actual average spent in the prior year (adding in
expected contract wage increases) instead of taking each individual position
expected salary/fringe for the next year. We’ve been under budget for a
few years, but have continuously had vacant positions in the agency.
Wanting to hear from others on how you calculate
salary/fringe expenditures into the budget. Thank you all in advance!

In Red Lake County, we do like you have been doing, we budget all the positions as if they will be filled for the entire year, as (albeit rarely) it can happen.
ReplyDeleteIn Norman we too budget each position individually at the anticipated rate of pay. Any unfilled positions we budget at the top of our wage scale for the full year to be sure we are covered.

We budget for each unit and person separately and include the vacant positions in for what they would be for the year. If you remove them, then you'd have to increase the levy or if it was grant covered, you'd have to have the grant to cover the next year to add them back in. We do the potential of what the revenue would be to cover that position. It seems to be pretty accurate for us.
