In this session, the team will provide an overview of the UCare Provider Website, Provider Portal, and Provider Manuals. We will share important UCare operational information (i.e., claim operations, authorizations, service support), and who to contact when you need assistance.

Brenda McIlveen, Provider Experience Manager at UCare, has worked in the health care industry, on the payer and provider side, for 25 + years. Like an Executive Chef, she manages the Provider Experience Program for

UCare, which includes leading a team of Provider Liaisons, and is known for being a go to for her wealth of knowledge. Like the positivity version of Gordon Ramsey, she strives to make any goal attainable, and does it with a genuine smile! Additionally, Brenda is recognized by her peers for her unwavering commitment to enhancing the provider experience and a 5 star change champion.

Kevin Melnick - Provider Liaison: South Region at UCare, has been in the industry for 10+ years, starting out in pharmacy and moving over to the insurance side of things. He is driven by service and maintaining provider relationships and is quite the chef. Kevin, although a master chef in his spare time – he spends his days whisking away to meet our providers and provide them a recipe for success in how best to service our members.

Kathy Campeau – Provider Liaison: North Region at UCare, has been at UCare for 18 years. She is driven by service and maintaining provider relationships. As front of the house, Kathy deliver’s best in class service to her providers, however, isn’t afraid to step in the kitchen and make that cake with her providers. Precise and studious like a baker, Kathy has helped make UCare is the best restaurant around!

Work-life expectancy is expanding and organizational careers don’t look the way they did before. This presentation will cover the now 5 generations in the workplace, their attributes, their influences, what they expect from the workplace, how to prevent workplace tension and what different approaches managers can do to motivate them. A must for anyone who supervises or manages.

Nancy Walker has been in public service for over 35 years and has served in 3 different states and held a large variety of positions in the areas of jobs/training and social services. The past 30 years, she has been with Southwest Health and Human Services and is currently the Deputy Director. Nancy is currently responsible for human resources, income maintenance, child support, fraud and legal/compliance. She is well versed in all aspects of human resource management such as recruiting, employee relations, coaching, performance management, labor relations and mediation.

Nancy has presented on various human resource topics such as Generations in the Workplace, HR for supervisors/managers, DEI, and Unconscious Bias. She holds a master’s degree in Business Management, is certified as a SHRM-SCP, Equity Works cohort graduate and also holds a Human Resource Certificate from Mitchell Hamlin.

Amy leads the team of regional Public Health Preparedness Consultants. She also works with the implementation and coordination of several of the grants managed by the EPR Division.

Diane was headhunted out of her accounting class for her first grown-up job in U of M Surgery, Dr. John Najarian’s Budget office. Continued education in psychology/education with work in publishing and non-governmental accounting prepared her for 6 years in the Dakota County Chemical Health Unit, as the CCDTF Coordinator. After 6 years of trying to field her unrelenting questions, DHS offered Diane a position in 1995 to “solve the questions you been asking”. She’s still there and is thankful for the opportunity to have worked with

countless brilliant and dedicated people to achieve MH parity, .08 BAC statute changes, and R25 to Direct Access, while supervising policy, accounting, and systems work.

Welcome to the Master Chef Roundtable Discussions! We are excited to help you troubleshoot any issues with your recipes! Please feel free to stop by the kitchen of any of the head chefs listed below and they’ll do their best for facilitate a conversation.

Sandy King (Otter Tail): If you’re struggling with a recipe that uses unfamiliar ingredients, Sandy is a great choice. She’s a relatively new chef herself, but she’s eager to help and is willing to lend her expertise to a variety of ingredients.

Cindy Berg (Stearns): If you’re dealing with a recipe that involves TCM, Title IV-E or SSTS, Cindy is the perfect chef to consult!

Shelley Koen (MNPrairie); Val Kruger (Mower); & Tracey Hanson (Blue Earth): This trio of chefs is well-versed in grants and tracking, as well as the MCHHSA Website, PDF vs EDMS and other random ingredients.

Tanner Kakeldey (FM County) – If you’re struggling with technical issues related to Excel Macros, Data filtering, and other technical questions, Tanner is your go-to chef!

Julie Spurgeon (DHS FOD) – Julie is a master chef with a wealth of experience in creating recipes and working with a wide range of ingredients. If you’re feeling stuck or unsure about how to approach a recipe, she’s happy to lend her expertise and offer guidance.

 Presented by: Crystal Herman, DHS OIG

The presentation will provide an overview of the DHS Fraud Prevention Investigation (FPI) Program including funding sources and indicators of a successful county operated FPI program. The presentation will also address indicators of potential fraud in public assistance programs, the FPI investigative process and potential investigative outcomes, burdens of proof to establish fraud/Intentional Program Violations and disqualification penalties when fraud has been identified.

Crystal graduated from North Dakota State University in 2005 with a B.S. in Criminal Justice. Crystal was employed with the Otter Tail County Attorney’s Office from 2005-2024, first as their Collections Officer and then transitioned into the Investigator/Collections Officer role in 2020. During her time at Otter Tail County, Crystal was responsible for the collection of county debt, predominately in the area of public assistance recipient overpayments and MA estate recovery, conducting recipient fraud investigations and overseeing all aspects of the county’s Fraud Prevention Investigations grant. During her time at Otter Tail County, Crystal recovered approximately $13 million dollar and conducted nearly 400 fraud investigations.

Crystal has served as the President of the Minnesota County Recovery Association as well as Outstate Director, Secretary/Treasurer and President of the Minnesota Fraud Investigators Association. Crystal also served as a Director and Treasurer of the United Council on Welfare Fraud and has served as the Clerk/Treasurer of Lawrence Township since 2013.

This session will feature a review of Northstar Care fiscal operations, especially Fiscal Reconciliations; updates since May on the three competing trends, final reconciliations, and other recent developments; and some bad jokes.
