Collections Officer

Does your county have a Collections Officer?  If so, what are their duties.  If you do not have a Collections Officer, who fulfills pieces of that role (Case Aide, Eligibility Worker, etc.)? 

Do any county’s contract out for this service?  IF so, specifically what?

  1. Benton County has one full-time collections officer. She is responsible to collect all estates, Maxis and social service claims.

  2. Red Lake and Norman Counties do not have a collections officer. The fiscal department does collections on all estates, claims, and fees.

  3. Olmsted County no longer has a collections officer. All duties are being completed by a Finance Technician II. MA Estate claims, overpayments, fees, etc.

  4. Douglas County has always had a collections officer and we are expanding that to add a second one starting late January of 2020. The collections officer handles all MA estate collections, calculates the parental fees for children in out of home placements and sends all of the letters regarding that. She handles most of the collection calls regarding detox, rule 25 assessments, maxis claims, ma overpayments and estate questions. She takes people to conciliation court for their debt to get a judgment if we decide to pursue that. She is the one who determines eligibility for county burials and collects money/assets to offset the costs of that. She also sends out the rev recapture notification for anyone we place on rev recap for social services. We have some account techs that actually set up the maxis overpayments in MAXIS and our fiscal officer is the one who actually bills out the detox, rule 25's, parental fees on the statements each month.
