3:15 P.M. – 4:30 P.M. FOD Update Lake Darling

Presented by: Chris Ricker, DHS FOD Assistant Director

Chris will provide the audience with information on some select legislative items from the 2022 Legislative Session, which we’ve been tracking, and that have a county fiscal impact. He’ll also lay out our priorities for FOD which also involve counties along with some general updates, acting like a life jacket to keep our heads above water.

Thursday – August 25, 2022

 

8:30 A.M. – 9:45 A.M. SSIS Service Arrangements 101 Part I of II Miltona

Presented by: County Panel

The panel will create service arrangements step by step, carefully hunting for best practices. We will review BRASS codes and some simple chart of accounts; we will look at special cost codes, review SEAGAR units, create vouchers from the service arrangements, and perform service arrangement and payment searches.

TCM Redesign Osakis

Presented by: John Sellen (Hennepin County) and Janet Nilsen (St. Louis County)

The case management redesign initiative is pursuing many goals, including to better define case management, clarify roles and responsibilities, make case management more consistent among its many types, and make funding more transparent and consistent among types of case management and throughout the state.

Although the scope of case management redesign includes Home and Community-Based Services (HCBS) Waiver case management, the initiative is currently focused on Targeted Case Management (TCM), with a priority on bringing Minnesota’s TCM reimbursement processes into compliance with newer federal regulations.

As part of the initiative, Minnesota implemented changes in how subcontracted providers can bill for TCM effective July 1, 2022. The next phase of case management redesign’s compliance work is centered on how counties are paid for county staff-provided TCM. This will most likely involve changes in rate-setting, switching to 15-minute units, and the introduction of a cost reconciliation process.

No one knows exactly what will be implemented, ultimately. This session will cover where the case management redesign initiative is at now and future plans for the work ahead.

We will continue to tackle service arrangements, luring you in with HCPCS and modifiers, encumbering funds using service arrangements to monitor spending, looking at the interface between SSIS & MMIS, create service arrangement groups, approve service arrangements and create a service agreement.

SUD Overview Minnewaska

Presented by: Amelia Fink and Diane Hulzebos, DHS Behavioral Health Division

The session will provide information on direct access, a new system for folks accessing substance use disorder (SUD) services that replaces the Rule 25 process. It will provide a high-level overview of systems and processes (MN-ITS, DAANES, and OO span) that will assist folks in your counties in accessing SUD services. It will provide information on other resources and more focused trainings. Back up your truck loaded with your best gear to come learn about SUD.

Self-Reflection Minnewaska

Presented by: Jessica Hoeper, MSW, LISW, IMH-E®/Infant Family Specialist

Self-reflection enhances Self-Awareness is a broad training for systems to offer as they embark on the journey of enhancing reflective practice. This training will offer shared building through self-reflection. This training offers a facilitated conversation about what “reflection” is and why it is necessary in human services. Self-reflection utilizes curiosity over judgement, when you are curiously self-aware it is harder to judge others from a biased perspective.

We will fish for several county reports and discuss how they can be used to enhance revenue and performance and reduce errors. We will review the reports and hunt for solutions to fix errors in the data integrity reports, Time reports, Placement reports, Healthcare Claims, Security functions report, MNYTD report, Statewide Access report, Missing SEY data report, Staff Provided Rates, Intake statistics and Case/Workgroup statistics.

Collections Minnewaska

Presented by: Shawn Wagener (Scott County)

Shawn’s session will review how to hunt for clients for recovery using LexisNexis/Accurint and other systems, tips on searches, fraud comprehensive reports, asset reports, bankruptcies and liens and judgments. Shawn will review basic collection strategies to collect the most from your clients and review things not to do in collections. With Revenue Recapture audits starting at the counties he will share information from his audit that will help your county go through the process as smooth as possible.
